Ms Ardern said families would eligible for funeral grants of up to $10,000.

A copy of the shooter's 16,000-word manifesto was sent to New Zealand's Prime Minister 10 minutes before the attack and has widely circulated throughout the public.

None of those arrested had a criminal history or were on watchlists in New Zealand or Australia. The 36 people who had been injured also included two Indian nationals and two persons of Indian origin.

Australian Prime Minister Scott Morrison had said that the gunman was a citizen of his country.

A series of vigils have now been scheduled around the country, while flowers were being left at cordons near the attack sites in Christchurch.

With steely calm, with inclusive language, seeking to unite rather than divide, she told the world, "To the people who did this: you may have chosen us, but we UTTERLY reject and condemn you". He said he survived by played dead, but was desperate to know what happened to his friends who were there with him.


On Facebook, a user named Alta Marie said her husband Zulfirman Syah and her son were both shot at the Linwood Mosque. "Forgiving is going to take time", Omar Nabi, whose father Haji Daoud Nabi was gunned down, told reporters outside the Christchurch court.

"This is not the New Zealand that has welcomed them and that it is not a reflection of the New Zealand they know, and that sentiment came through very strongly".

Ardern said the main suspect was a licensed gun owner who used five weapons during his rampage, including two semi-automatic weapons and two shotguns.

The New Zealand Red Cross has published a list of missing persons on its website.

New Zealand, with a population of 5 million, has relatively loose gun laws and an estimated 1.5 million firearms, or roughly one for every three people.

The country's gun laws are largely unchanged since 1992, when controls were tightened after the 1990 Aramoana massacre, in which a man killed 13 people with a semi-automatic rifle.

"There is one charge of murder brought at the moment, it is reasonable to assume that there will be others", the presiding judge noted.

"Fijian hearts are breaking for our brothers and sisters in New Zealand - a place where an atrocity of this nature is shocking nearly beyond comprehension".

The violence has also shone a new light on gun control.

Pence also affirmed USA cooperation in ensuring all the perpetrators were brought to justice.
