'Little to no change' in North Korean capabilities: United States commander

"They were paying about $500 million for $5 billion worth of protection", Trump said.

In September Kim hinted he could dismantle nuclear facilities at Yongbyon in return for "corresponding measures" by the United States.

Asked by Senator Jack Reed whether the US can afford to reduce its troop presence, Abrams responded that the current posture "is appropriate in terms of providing an adequate deterrent" against North Korea.

However, the country's freeze in nuclear and missile testing since 2017 mean that North Korea's weapons program probably poses less of a threat than it did at the end of that year, the report by Stanford University's Center for International Security and Cooperation found.

The dispute threatens regional efforts to rein in North Korea's nuclear programme, just weeks before US President Donald Trump is to hold a second summit meeting with North Korean leader Kim Jong-un in Vietnam on February 27-28.

"But in order for it to happen, everything has to go together - resolution of the North Korean nuclear issue, the U.S".

South Korea's presidential Blue House pushed back on Wednesday against comments by US President Donald Trump that suggested Seoul had agreed to pay US$500 million more towards maintaining US troops in the country.

He declared, however, that "the North Korean military remains formidable and unsafe, with no discernible differences in the assessed force structure, readiness, or lethality my predecessor reported in 2018".

Abrams told the Senate Armed Services Committee on Tuesday: "Little to no verifiable change has occurred and North Korea's military capabilities and that North Korea was continuing its winter military training at historic norms".

North Korea remains the No. 1 immediate threat to American forces in the Indo-Pacific Command area of operations, said Adm. Philip Davidson, the U.S. Indo-Pacific Command chief who testified alongside Abrams on Tuesday. The two men are expected to deliberate on the denuclearization of North Korea.

Hecker said it was understandable that North Korea should have continued its weapons work, given that it had reached no specific agreement in the latest talks with the United States to stop that work.

Trump and Kim met in June past year in a bid to resolve tensions over Pyongyang's nuclear program, and the two signed off on a vaguely-worded document in which Kim pledged to work towards "the denuclearisation of the Korean peninsula".

According to a study released by Stanford University's Center for International Security and Cooperation (CISAC) on Monday, North Korea produced enough fissile material previous year to construct an estimated seven more nuclear bombs, even as it was negotiating denuclearization with the Trump administration.
