Sims alleges that Trump is using the organization as a "cutout" to seek revenge against former employees of the White House who go public with their stories, the paper said.
The lawsuit comes after the Trump campaign has filed an arbitration claim against Sims for alleged breaches of a non-disclosure agreement the campaign says Sims signed.
According to the lawsuit, Sims alleges that the U.S. government is "intentionally and unconstitutionally engaging in a subterfuge effort" to use Trump's campaign organization, Donald J. Trump for President, Inc to "silence" some former staffers.
Sims signed an NDA during his time working for the Trump campaign but does not know whether he signed an additional White House agreement regarding "confidential" information, according to the lawsuit, which states that Sims is operating under the assumption that he did sign such a document.
Sims also asserts that Trump appears to have been arbitrarily enforcing nondisclosure agreements. "I'm probably the least litigious person you can imagine", Sims said Tuesday to CNN's John Berman on "New Day". "He pretended to be an insider when in fact he was nothing more than a gofer".
At issue is whether using Trump's campaign organization (a nongovernment organization) in place of Trump (a government official) to punish Sims is a tactical ploy created to skirt Sims' First Amendment rights.
