Trump pushes wall plan in US-Mexico border visit

A handful of Republicans met in Senate Majority Leader Mitch McConnell's (R-Ky.) office Thursday afternoon to discuss a plan that would have funded construction of a wall on the U.S. -Mexico border in exchange for legislative protections for Dreamers ― young undocumented immigrants who were brought to the U.S.as children ― as well as protections for immigrants from countries such as El Salvador, Haiti, Nicaragua and Sudan. He is seeking to use the trip to bolster his argument that a wall is needed on security and humanitarian grounds. There, the president will participate in a roundtable on immigration and border security and receive a security briefing on the border.

He added the president has to keep his campaign promise he would build a wall along the nation's southern border, but declaring the situation a national emergency would set up a risky precedent. Critics say Trump overstates the security risks and that the administration is at least partly to blame for the humanitarian situation.

As Professor Andrew Rudalevige wrote in The Washington Post on Thursday, "nothing in the [National Emergencies Act of 1976] says there actually has to be a national emergency - only that the president has to declare one". Talks with Democrats stalled Wednesday after House Speaker Nancy Pelosi told the President she would not support building a barrier structure on the US-Mexico border.

"When - during the campaign, I would say, "Mexico is going to pay for it", obviously, I never said this and I never meant they're going to write out a check".

Further, a national emergency declaration would probably bring legal hurdles, as it could allow Trump the ability to use the military to build a wall instead of getting Congressional approval for its funding.

Who would own the shutdown has been a point of contention between the two parties.


Chuck Schumer, the top Democrat in the Senate, told journalists Trump "sort of slammed the table", then "got up and walked out".

"We should be able to make a deal with Congress", the president said. "Somebody has got to get some energy to fix this", Graham said. "That is a lie". "I would nearly say definitely", Trump said when asked if he'd make such a move, the Times reports.

"I think we should do it legislatively", Jordan told reporters, "because if [Trump] goes the emergency route, I'm convinced it's going to wind up in court".

Few on either side of the debate dispute that the border poses a significant challenge.

"Everyone has the right to emigrate, to seek a new future".
