"The chatter in the cloak room is that we have hundreds of thousands of Americans who are not going to get paid, and they're not getting paid because the president of the United States has a vanity project that he doesn't want to give up", Harris said.

Bay Area radio station KCBS, citing sources, reported the 54-year-old Democrat will announce her run for the White House "on or around" Martin Luther King Jr. Day.

Meanwhile, Harris said Friday she plans to decide soon about running for president in 2020. But several sources knowledgeable about her plans say she is ready, and has in fact chose to run, with the enthusiastic blessing of her husband and two stepchildren.

In the book, Harris recounts an instance when she was an intern at the Alameda County district attorney's office and an innocent bystander was one of many people arrested during a drug raid.

"San Francisco is viewed as a very nutty place by people outside of California, and frankly, by a lot of people inside California", Sragow said.

Harris also stuck up for Michigan Representative Rashida Tlaib (D) when conservative co-host Meghan McCain brought up Tlaib's now-infamous "impeach the motherf***er" quote, which the freshman representative made in reference to President Trump. Their expectation, if she runs, is that the senator would simply launch the formal campaign, which would be led by key staffers from her 2016 Senate run.

To the delight of the audience, a smiling Harris responded, "I might".

Harris isn't likely to follow the book tour with the creation of a presidential exploratory committee, according to three people familiar with Harris' thinking.

In her new memoir, "The Truths We Hold", Harris described her anger watching her mother become a target because she was "brown-skinned" and how that has driven her efforts to enhance the legal and humanitarian protections over immigrants coming into the US.

Harris is one of several high-profile Democrats who are considering running for president in 2020. She also spent heavily to build out her digital campaign infrastructure and cultivate supporters online.

"He ran as the law-and-order president", Elleithee said of Trump. "Should she win the nomination and does it by navigating this topic well, then I think she would be a strong voice and a force to be reckoned with when it comes to issues of law and order, criminal justice and civil rights as they collide in a general election".
