After criticism that his acting attorney general wasn't confirmed by the Senate, President Trump is considering a permanent replacement who was confirmed in the role decades ago, insiders say.

When leading the Justice Department, Barr oversaw the agency's response to the country's savings and loan crisis, the investigation of the Pan Am 103 bombing and America's counter-terrorism strategy during the first Gulf War.

A third source familiar with the process said if Trump offered the position to Barr, he would be willing to accept.

"The attorney general's oath to uphold the Constitution raises the question whether his duty lies ultimately with the president who appointed him or more abstractly with the rule of law", I said in my confirmation hearings, and have said several times since, that the attorney general's ultimate allegiance must be to the rule of law".

Barr served as attorney general from 1991 to 1993 during the George H.W. Bush administration.

Barr shares at least one of the president's views on the probe being conducted by special counsel Robert S. Mueller III. Barr is now an attorney for Kirkland and Ellis, a high-profile Washington, D.C., law firm.

He also wrote an op-ed for The Washington Post in May 2017 defending Trump's decision to fire former FBI Director James Comey, one of the actions Mueller has been examining for possible obstruction of justice.

Barr, he said, could fit that bill.

Last November, Barr told the New York Times that he thought there was more of a case for investigating the Clinton Foundation's role in Russia's acquisition of Uranium One than there was for the Russian Federation investigation.

"In my view, prosecutors who make political contributions are identifying fairly strongly with a political party", Barr told the Post in July.

"He thinks that Mueller has too many Democrats on his team", Williams said, noting that Republicans like Deputy AG Rod Rosenstein and some members of the Senate do not share that concern.

At least one other contender who has received serious consideration from the White House, according to the person, is Rep. John Ratcliffe, a Texas Republican. I was happy that GTE's conduct of the litigation was considerably more aggressive than that of other similarly situated carriers who were also required to share their facilities and equipment with new competitors under the Act.
