Delivering his address from "The People's Seat", where the celebrity was supposed to be representing citizens' views at the plenary, he said: "The world's people have spoken".

Environmental activists have expressed concerns about the non-binding declaration, arguing that it could be cited as justification for propping up dying industries instead of investing in renewable energy sources.

"Katowice may show us if there will be any domino effect" following the United States withdrawal, said Laurence Tubiana, CEO of the European Climate Foundation and a main architect of the Paris deal.

The UN chief chided countries, particularly those most responsible for greenhouse gas emissions, for failing to do enough to meet the goals of the 2015 Paris climate accord, which set a goal of keeping global warming well below 2 degrees Celsius - ideally 1.5 degrees C - by the end of the century. With further meetings next year meant to build on what's decided in Katowice, Kurtyka urged all countries to "show creativity and flexibility".

The other members of the group of industrialised nations - including the biggest polluter, China - reaffirmed their commitment to implementing the Paris deal, taking into account their national circumstances.

Many countries are already dealing with the droughts, higher seas and catastrophic storms climate change is exacerbating.

The Arc de Triomphe is illuminated in green with the words "Paris Agreement is Done", to celebrate the Paris U.N. COP21 Climate Change agreement in Paris, France, Nov. 4, 2016.

If you're shaking your head that President Trump still isn't on board with the accord, know that the U.S.at least agreed to sign on to a measure to support clean energy initiatives that reads, "We recognize the crucial role of energy in helping shape our shared future, and we encourage energy transitions that combine growth with decreasing greenhouse gas emissions toward cleaner, more flexible and transparent systems, and cooperation in energy efficiency".

It is a meeting where lots of governments are coming together to discuss what to do after a climate change report came out in October saying global temperature rises should be limited to 1.5°C.

The shift away from fossil fuels, which scientists say has to happen by 2050, is expected to require a major overhaul of world economies.

"So, we need a huge increase in ambition".

But United States President Donald Trump's decision to withdraw from the Paris accord has dented trust among vulnerable nations, who fear there is not enough cash available to help them adapt to our heating planet.

"Now I do not have any doubt at all", Attenborough said two years after that lecture.

"It's not one or two players anymore in the worldwide arena", he said.

Attenborough warned that the world's survival depends on swift action to prevent climate change. Thousands of people marched Saturday in Berlin and Cologne to demand that Germany speed up its exit from coal-fired power plants.

Bank vice president Amadou Hott is leading a delegation of climate change experts in various fields - including water and sanitation, transport, urbanisation and sustainable cities - who will shed light on the diversity and complexity of the issues raised by climate change.
