Republicans rush to limit power of incoming Democratic governors

  • Will an 'outspent' GOP now embrace campaign finance reform

The Republican-controlled Wisconsin state legislature is doing everything it can to limit the power of the state's executive branch after a Democrat was elected governor in November.

This gives the appearance of a concerted national strategy by the Republican Party to assert partisan politics as a matter of rule of law, Magarian said. The bill would also give lawmakers, rather than the attorney general, the power to decide how to spend settlement money. But since he lost his re-election bid to Democrat Tony Evers, Republicans have pushed the last-minute effort to shift some of that executive branch power to the Legislature.

When both take office in January Wisconsin will experience the first divided government in 10 years.

The new legislation would allow districts to apply to become "innovative districts" that are exempt from most state education rules and would answer to the new commission.

"My pitch to Governor Walker will be a couple of things, but most importantly it's part of his legacy that as he's walking out the door that he can, I believe, do the right thing for the people of Wisconsin and consider some vetoes", Evers says.

"We're going to work with the governor-elect, but we're going to do it in a way that's balanced between the legislative and administrative level", Rep. John Nygren said during the debate, reported Wisconsin Public Radio (WPR).

The legislature is also expected to pass a law allowing it to intervene in litigation involving the state, a power normally reserved for the attorney general's office, which will be occupied by a Democrat starting next month.

The pre-existing conditions measure failed after all 15 Democrats in the Senate and two Republicans voted against it.

"Interestingly, just as Democrats are set to take control of the SBE, Republican legislators have hatched this plan to create this shadow SBE, taking powers from the existing SBE-similar to their raw power grab with other legislation reducing powers of the incoming Democratic governor, attorney general and secretary of state", said MEA spokesperson David Crim. That chamber ultimately approved the package 17-16, with one Republican, state Sen.

State Assembly Speaker Robin Vos, R-Rochester, holds a press conference in the Assembly parlor, Tuesday Dec. 4, 2018 at the Capitol in Madison.

The bill would limit the governor's ability to put in place administrative rules that enact laws and give the Legislature the power to control appointees to the board that runs the state economic development agency until September 1.

The Wisconsin Senate has narrowly rejected a bill that would have created a state guarantee that people with pre-existing conditions can have access to health insurance. "To me, it's about the institution". "If you vote for this, shame on you".

The legislation also limits the state's early voting period to two weeks. Multiple people have come forward to say they were hired to go to people's homes and collect ballots (which is illegal), all of whom were hired by a campaign operative with a known history of criminal behavior.

The legislation would empower the Legislature to intervene in any suit at any stage - a right already granted to the attorney general.

Republicans who control the Wisconsin Assembly have passed a lame-duck bill enacting a Medicaid work requirement. That would stop Evers and Democratic Attorney General-elect Josh Kaul from fulfilling promises to withdraw Wisconsin from a multistate lawsuit seeking repeal of the Affordable Care Act.
