Leadsom, who voted for Brexit, said a new referendum would be "unacceptable" and argued for a "managed no deal" - a concept that European Union parliament member Guy Verhofstadt said did not exist.

At a press conference in Lancaster House alongside the Polish prime minister, May said the cabinet was working for the same goal.

The British government, struggling to break a political logjam over Brexit, released immigration plans that it said will "take back control" of the country's borders - but which opponents warn will batter the economy by shutting out everyone but highly paid professionals.

"The Irish government doesn't have an issue with providing reassurance if that's helpful", he told national broadcaster RTE.

But the redepolyment, which amounts to one-fifth of the department's staff, has sparked concerns it could leave the department struggling to spend the Britain's £14 billion aid budget.

One minister told the Sunday Times that he would quit if the vote went ahead, and the newspaper added that at least two Brexit-backing ministers and two members of the whips office were also on the verge of resigning.
