U.S. Secretary of State Mike Pompeo says he is resuming denuclearization talks with North Korea this week in NY, meeting with Pyongyang's second in command, Kim Yong Chol. This week's meeting will be one of several conducted by the Secretary of State in the weeks and months since Mr. Trump's landmark summit in June with the North Korean leader Kim Jong-un in Singapore.

"The United States and South Korea will open this Monday joint military exercises on a small scale, which were previously suspended talks with Pyongyang", the statement reads. Decisions over major military exercises for next year are expected to be made by the end of the year.

North Korea is making arrangements to send a senior Foreign Ministry official in charge of negotiations with the United States to NY this week, a source close to the matter said Monday.

Pompeo told a US CBS television program on Sunday that he would go to NY at the end of this week for the meeting.

Pompeo added that he wants to see substantial steps towards denuclearization as they prepare for the summit.

The two nations, however, have been at odds over ways to reach that goal, as North Korea has yet to take credible action to dismantle its nuclear weapons program. -South Korea exercises in the past.

"The improvement of relations and sanctions are incompatible", said the statement, released under the name of the director of the foreign ministry's Institute for American Studies.

American officials have remained skeptical of Kim's commitment to give up the nuclear arsenal he has already amassed, however, and Washington says it won't support easing worldwide sanctions until more verified progress is made.

The biggest combat-readiness war game ever staged in and around Japan has gone ahead, however, with nuclear-powered aircraft carrier USS Ronald Reagan joining Japanese destroyers and a Canadian warship in the ocean off Japan, another key player in the effort to pressure North Korea.

North Korea stepped up its attack on US-led sanctions, threatening to resume its nuclear programme if the measures aren't lifted.
