  • Theresa May leaves the back of Number 10 Downing Street

But if parliament rejects the Brexit deal the Prime Minister is now finalising, a second referendum - the "people's vote" - may prove the only way of resolving the unprecedented political and constitutional crisis.

The Conservative Party MP, who was a New Delhi-based journalist for "The Financial Times" between 2005 and 2008, said the United Kingdom was "barrelling towards an incoherent Brexit that is going to leave us trapped in a subordinate relationship to the EU". "But we are not going to be bounced into another referendum, so that those who lost the previous one can try to apply continued membership of the European Union to the people of Britain in perpetuity".

Transport minister Jo Johnson has resigned from government and backed a second referendum on Brexit. The critique from Johnson underscores the travails that May faces in getting any Brexit divorce deal, which London and Brussels say is 95% done, approved by her own fractious party.

"Brexit has divided the country".

Asked if his brother Boris Johnson had lied to voters during the referendum about Brexit, the former transport minister said: "In the campaign there were undoubtedly promises made that have shown to be undeliverable".

He said the country was "on the brink of the greatest crisis" since the second world war, and that Ms May's settlement left the United Kingdom with a choice of "vassalage or chaos".

"Indeed, the choice being presented to the British people is no choice at all". While Johnson's resignation is likely to spur critics in the Conservative Party, securing a second referendum would also require support from the Labour Party, which is yet to fully clarify its stance on a referendum and what that could entail in terms of the question put to the public.

"I think it is imperative that we now go back to the people and check that they are content to proceed on this extraordinary basis".

Johnson said this morning that other ministers are thinking hard about the Brexit and its implications.

He said the public should be asked to confirm their decision to leave the European Union and, if they choose to do that, whether to accept Mrs May's plan or leave without a deal.

"Well done to Jo Johnson for joining the ranks of those who think we can do better".

Another brother, Leo, 50, is not in public life but, as a remainer, he tweeted: "Respect to you Jo my bro".

And his sharpness with words was evident in his resignation statement as he insisted "Britain stands on the brink of the greatest crisis since the Second World War".

A spokesperson for May's office said later Friday that under no circumstances would a second referendum be held.
