All three of the company's vehicles had violations when they were inspected last month, records show.

Sumwalt said most of the victims were found inside the vehicle following the crash and one or two victims may have been ejected.

The company that owned the 2001 Ford Excursion stretch limousine was being sent a cease and desist order to halt operations until the crash is investigated, Cuomo said at New York City's Columbus Day Parade on Monday.

"There's a bit of a Frankenstein approach, where a vehicle is chopped up and put back together with parts that were not originally designed for that vehicle", said Deborah Hersman, president of the National Safety Council advocacy group and a former NTSB chair.

"He was an extraordinary employee and a wonderful young man who was loved by all", John F. Flanagan, the Senate majority leader wrote in a statement according to The Times.

Jessica Kirby, the managing director of the Apple Barrel Country Store and Café, said there have been "more accidents that I can count" at the T-junction of Route 30 and state Route 30A. Most stretch limos are made by cutting a normal vehicle or SUV in half, then welding in plates to serve as a longer frame and roof between the halves.

One of the 20 victims involved in the crash told her cousin moments before the collision that the stretch limousine was in bad condition, The Washington Post reported.

At the news conference, Fiore didn't comment on the limo's speed, or whether the limo occupants were wearing seat belts.

Questions arose about the safety standards governing stretch limousines after four women touring wineries in Long Island were killed when a limo was struck from the side by a pickup driver in 2015.

The National Transportation Safety Board (NTSB) tweeted that it was also sending a team of investigators to the site of the "limo crash".

Investigators were reviewing text messages and social media posts from victims who were active moments before the deadly crash. A manager of the store said the limo was coming down the hill at "probably" 60 miles per hour, the New York Times reported. Ms Abeling said in an interview.

Recalling a text message Ms McGowan sent to her daughter, who was invited but did not go, Ms Abeling said: "The vehicle appeared in awful condition".

Still, the group continued southwest on State Route 30.

Eyewitnesses described seeing an SUV-style stretch limousine leave the road and plough into people at a store and cafe near a busy intersection. So was the limo's driver. The limo driver also died along with two pedestrians.

"You have 20 fatalities". But Sumwalt said the investigation was a priority and would be thorough.

The crash appeared to be the deadliest land-vehicle accident in the U.S. since a bus ferrying nursing home patients away from Hurricane Rita caught fire in Texas 2005, killing 23.

He said the aim of the investigation was to determine how to prevent such a devastating crash from ever occurring again, and did not rule out that the probe could shed broader insights on the safety of passenger limousines themselves. Some of the passengers had young children.

Officials said the limousine was on its way to a surprise party for Amy at an upstate NY brewery. "Our lives have been changed forever".
