Roscosmos, a Russian state corporation, and NASA on Thursday said the three-stage Soyuz booster rocket, which propelled their landing capsule, suffered an emergency shutdown of its second stage.

Hague and Ovchinin were set to replace astronauts Drew Feustel and Ricky Arnold, as well as Russian cosmonaut Oleg Artemyev, who departed ISS and returned to Earth last week.

The three astronauts now on board the space station have been informed of the failed launch and their schedule for the day is being reshuffled, since they'll no longer be able to greet the incoming duo. Russian space agency Roscosmos confirmed several minutes later that Hague and Ovchinin had been forced to abort the launch and escape the failing booster in the Soyuz capsule.

The rescue capsule automatically jettisoned from the booster before going into descent, landing at a sharper than normal angle and subjecting the crew to heavy gravitational force. Borisov added that Russian Federation will fully share all relevant information with the U.S.

The failure is a setback for the Russian space programme and the latest in a string of mishaps. Spacecraft returning from the ISS normally land in that region. The crew are in good condition and in contact. The first crewed flights would not take place until several months after that, unless the space agency is willing to take additional risks with those missions.

Russian Federation was forming a state commission to investigate the Soyuz launch incident, Nasa said.

During a trip to Moscow this week, Bridenstine emphasized the importance of continuing to work with Russia's NASA equivalent, Roscosmos.

Collaboration between the USA and Russian space agencies has largely steered clear of geopolitical controversies, despite a standoff between Washington and Moscow that has continued since Russia's annexation of the Black Sea peninsula of Crimea from Ukraine in 2014 and allegations of Russian meddling in the 2016 U.S. presidential election.

RIA news agency, citing its own source, reported that Russian Federation had chose to suspend all manned space launches following the "Soyuz" failure. Their Soyuz spacecraft will dock at the orbiting outpost six hours later.

The rocket took off from Kazakhstan and was on its way to the International Space Station.

The ISS, launched in 1998, is a habitable artificial satellite in low Earth orbit which is used to carry out scientific and space-related tests.
