Four deaths have already been blamed on Florence, and officials fear the death toll will only rise as the storm parks itself in the same place for days.

The Cape Fear River near Fayetteville is projected to rise nearly 45 feet (14 metres) to 62 feet (19 metres) by Tuesday.

It diminished from hurricane force as it came ashore, but forecasters said the 560km-wide storm's slow progress across North and SC could leave much of the region under water in the coming days. The storm was once a powerful Category 4 storm but became a slow-moving Category 1 storm when it made landfall near Wrightsville, North Carolina, on Friday. The great danger now, experts say, is river flooding. Paramedics trying to reach her were blocked by debris.

Relief will not come quickly.

Florence "will continue to track slowly inland through the Carolinas this weekend", the National Weather Service said in its 8:00 a.m. update Saturday. The rivers are in most cases several days from cresting.

"DEQ has been closely monitoring all coal ash impoundments that could be vulnerable in this record breaking rain event", Thorpe said.

But it was clear that this was really about the water, not the wind. Local media said she suffered a heart attack.

What do we know of the victims?

"Residents should not let their guard down", North Carolina Emergency Management tweeted. "It's making it hard for us to move valuable resources to areas in need".

With flood waters rising rapidly in many communities, stranded people were being rescued by boat and by helicopter, while tens of thousands of others hunkered down in shelters.

"The main thing right now is to get this water pumped down" from the city, he said.

"I feel like the dumbest human being who ever walked the face of the earth", he said. She tried to row out of her neighborhood Thursday night with a boat that was in her yard after her home began to flood, but she had to retreat because of the poor conditions. We got thrown into mailboxes.

The city of about 29,000, which was founded in the early 1700s, is near the North Carolina coast and is bordered on the east and south, respectively, by two rivers.

One of the towns worst affected is New Bern, which sits between the Neuse and Trent rivers in North Carolina. At least five people are dead, including a baby.

A few moments later, the camera panned away and two people were seen walking behind Seidel, appearing to have no problem with the wind. And a 77-year-old man died when he was knocked over by wind, he said.

Authorities in SC reported one death, saying a woman was killed when her vehicle struck a fallen tree.

The Navy says the aircraft will make their way back beginning Saturday, and the ships will start to return Sunday.

Power outages affecting more than 900,000 in Carolinas. Duke Energy said late Friday that it anticipates 1 million to 3 million outages in the Carolinas, and that full power restoration could take weeks.

"I can not overstate it: Floodwaters are rising, and if you aren't watching for them, you are risking your life", Governor Roy Cooper said. But Florence has been a odd one since it materialized in the distant Atlantic and took an unusual path toward the mainland United States.

It said it was located about 65km west of Myrtle Beach, South Carolina, and forecasters predicted a slow westward march.

South Carolina Gov. Henry McMaster urged patience, emphasizing that his state had never seen "a hurricane staying on top of us for this long".
