Packing winds of up to 220 km/h (140 mph) late Monday, Florence was expected to further strengthen and become "an extremely unsafe major hurricane" by the time in makes landfall in the Carolinas on Thursday, the National Hurricane Center (NHC) said in a 21:00 UTC update.

And in the 29 years since Hurricane Hugo struck, the population of the coastal Carolinas has skyrocketed.

"It's likely we'll get significant flooding and high winds", he said.

"You have a degree of power to introduce certainty into this situation by heeding the governor's evacuation order", he said.

"This is a real hurricane that we have coming and our goal is to protect lives and property", said Steve Goldstein, NOAA liaison to FEMA.

Some areas could get deluged with 20 inches of rain, Myers said.

Experts say this could be the strongest storm to hit the Carolina coast in more than 60 years.

SC authorities have turned four motorways into one-way routes away from the coast to speed the exodus.

"This is going to produce heavy rainfall, and it may not move very fast", Craig Fugate, former director of the Federal Emergency Management Agency, previously said.
