The pope's key cardinal advisers announced the decision Wednesday, a day before Francis is due to meet with US Catholic church leaders, who have been further discredited by the latest accusations in the decades-long sexual abuse and cover-up scandal. The meeting in February will bring together the heads of all national bishops' conferences.

Last month, in a letter to the world's Catholics, Francis said the church must prevent sexual abuse from being "covered up and perpetuated".

"Criminal prosecutions, governmental investigations and journalistic exposes - stemming from fearless victims and church whistleblowers - are the best way to protect kids, expose wrongdoers and end cover-ups", Clohessy said.

The calling of the February meeting comes in the wake of fresh sexual abuse scandals in a number of countries, including the United States, Chile and Australia. He eventually admitted to "grave errors in judgment", and has taken steps to make amends, sanction guilty bishops and remake the Chilean episcopacy.

Specifically, Vigano accused Francis of rehabilitating McCarrick from canonical sanctions imposed on him by Pope Benedict XVI in 2009 or 2010. Francis has yet to respond to Vigano's accusations, but the pope's Council of Cardinals reported this week that the Vatican will soon provide some "clarifications" regarding recent events.

Vatican spokesman Greg Burke said DiNardo would meet with Francis on Thursday in the Apostolic Palace, along with Cardinal Sean O'Malley, Francis' top sex abuse adviser.

DiNardo, of the archdiocese of Galveston-Houston in Texas, requested the meeting with the pontiff as the Catholic Church in the U.S. faces clerical sex abuse scandals on several fronts.

The Vatican has known since at least 2000 that the archbishop would habitually invite seminary students to his New Jersey beach house and into his bed.


DiNardo has also said recent claims of cover-up of McCarrick's misconduct - including against top Vatican officials and the pope himself - deserve answers.

Francis, he said, "has enormous amounts of what (German theologian) Hans Kung has called 'capital of credibility, ' but he's losing it fast", Bellitto said.

The Americans have called on Francis to launch a Vatican-led investigation into how Theodore McCarrick, a former U.S. cardinal, climbed the ranks, even as rumours swirled about his behaviour.

The U.S. isn't alone in digging into its past.

In an exclusive interview with FOX 5 after the grand jury report came out, Wuerl stated that he would not resign from his post and defended his record of dealing with predator priests while he was Pittsburgh's bishop.

But the US plan has looked less like a model recently, given it exempted bishops like McCarrick.

A Pennsylvania grand jury accused Wuerl of helping protect some child-molesting priests during his time as bishop of Pittsburgh between 1988 and 2006. It also alleged that he concealed information when priests were reported to law enforcement and oversaw insufficient church investigations into abuse.
