In New Bern, North Carolina, the National Weather Service said there was 10ft of water.

Myrtle Beach, South Carolina, has been lashed by torrential rains and near-hurricane force winds, CBS News correspondent Don Dahler reported.

Florence was packing 120mph winds (193km/h) on Thursday but weakened from a Category 3 hurricane to Category 1 before it hit the coastline on Friday.

Cooper said others should not follow suit.

"Many people who think the storm has missed them have yet to see its threat", he said, adding: "Don't go back until this storm passes and you get the official all clear". Mike Doll, Senior Meteorologist at Accuweather said the winds will continue to slow down over the weekend and the main problem moving forward will be flooding due to heavy rains.

Power outages mounted until almost 700,000 customers were in the dark in North Carolina alone.

"Life-threatening, catastrophic flash floods and prolonged significant river flooding are likely over portions of the Carolinas and the southern to central Appalachians from western North Carolina into southwest Virginia through early next week".

"Right now we've rescued over 400 people".

"Florence is yet another poster child for the human-supercharged storms that are becoming more common and destructive as the planet warms", said Jonathan Overpeck, dean of the environment school at University of MI.

More than 800,000 homes and businesses have lost power and Mr Cooper said the danger from flooding would linger for days.

Two people also died in Harkers Island, North Carolina, on Friday, Carteret County Director of Emergency Services Stephen Rea said Saturday.

"Some of our beloved bears have wandered away", city officials tweeted next to a picture of the statue.

That's the new North Carolina record for most rainfall from a single tropical system.

Firefighters said the area had not been in the zone under evacuation orders. In the state´s Pender County, a woman died of a heart attack; paramedics trying to reach her were blocked by debris. "I love hurricanes. But this one has been an experience for me", she said.

"I don't see any portion of the state of North or SC that's not going to be impacted in some way", said Cline.

For people living inland in the Carolinas, the moment of maximum peril from flash flooding could arrive days later, because it takes time for rainwater to drain into rivers and for those streams to crest.

The White House said President Donald Trump would visit hurricane-hit areas next week "once it is determined his travel will not disrupt any rescue or recovery efforts".

The National Hurricane Center said Florence broke a North Carolina rainfall record that had stood for nearly 20 years: Preliminary reports showed Swansboro got over 30 inches and counting, eclipsing the mark set in 1999, when Hurricane Floyd dropped just over 24 inches on the state. As of Saturday night, at least 11 deaths had been linked to the storm.
