"You will have a compounding effect of storm surge and the waves that will probably be quite devastating to the coastal communities", Ginis said.

Almost 2 million residents have been told to evacuate and head to safer ground.

The center of Florence, a Category 2 hurricane, will approach the coasts of North and SC on Thursday, the NHC said, adding that it was expected to weaken after it moved inland. "In the past, it's been safer to leave them there", a state department of corrections spokesman said.

"Get out of its way, don't play games with it, it's a big one, maybe as big as they've seen", Trump said.

The storm's maximum sustained winds were clocked on Wednesday at 185 km per hour, down from a peak of 225 km per hour a day earlier before Florence was downgraded from a Category 4 on the five-step Saffir-Simpson scale of wind strength.

Preparations to evacuate the facility's residents had begun late last week, days before South Carolina Gov. Henry McMaster (R) issued mandatory evacuation orders.

"It is an extremely risky, life-threatening, historic hurricane", said Roy Cooper, governor of North Carolina, as he warned people not to gamble their lives on riding out the storm. It's possible that a storm surge between one and three feet may impact coastal Chesapeake Bay areas.

A state of emergency has also been declared in Maryland, North Carolina, South Carolina, Virginia and Washington. It could stall just off the coast and then drift south along the SC coast and possibly make a landfall as a weaker system if it doesn't make it clearly over the coast of North Carolina. "That was one of the first things I learned when I moved down here", says Brown.

Since Tuesday, forecasts have shifted the storm track towards the south and southwest after it reaches the coast, which could increase the storm's severity in coastal SC through Myrtle Beach and Charleston and even into parts of Georgia.

Florence is expected to start bringing tropical storm force winds to the Carolinas late Thursday.

"It does look a bit similar to Harvey in a sense that it goes roaring into shore and then comes to a screeching stop", said MIT meteorology professor and hurricane expert Kerry Emanuel.

Her children are adults now and live out of her home, and her husband is caring for their two dogs while she is hunkered down in Roper.

Hurricane Florence has developed into a major storm over extremely warm water, Ginis said.

SC ordered the mandatory evacuation of one million coastal residents while North Carolina ordered an evacuation of the Outer Banks, barrier islands that are a popular tourist destination.
