As the storm moves inland, forecasters warned, the surge could cover all but a sliver of the Carolina coast under as much as 11 feet of ocean water, and days of downpours could unload more than 3 feet of rain, touching off severe flooding.

The National Hurricane Center said Florence will eventually make a right hook to the northeast over the southern Appalachians, moving into the mid-Atlantic states and New England as a tropical depression by the middle of next week.

The hurricane center is forecasting the storm to hover near the coast Saturday with winds of around 80 miles per hour (130 kph) before landfall, but with rainfall in the 20 to 30 inches (50 to 75 centimeter) range and up to 13 feet (nearly 4 meters) of storm surge.

Tropical storm-force winds extend outward up to 175 miles (280 kilometers) from its center. The storm was moving very slowly westward at about 6 miles per hour.


In New Bern, where a curfew was in place, city authorities said hundreds of people had been rescued from homes inundated with water.

The North Carolina Department of Transportation tweeted a photo of highway NC 12, showing sand had covered one lane by 7:30 a.m Thursday.

Rain is forecast to continue through the weekend, bringing unsafe flooding conditions to many areas of North Carolina.

The riverfront town of New Bern, North Carolina, was submerged overnight as Hurricane Florence brought a 10-foot surge of sea water.

North Carolina Gov. Roy Cooper warned: "Don't relax, don't get complacent".

With South Carolinas beach towns more in the bulls-eye because of the shifting forecast, OH vacationers Chris and Nicole Roland put off their departure from North Myrtle Beach to get the maximum amount of time on the sand.

As Florence moves close to the coast, the system is likely to weaken further due to its proximity of the coast along with relatively lower sea temperatures, wind shear as well as possible entrainment. The Governor's Office has activated the North Carolina Disaster Relief Fund, which has been used in previous disasters, to accept donations to support North Carolina's response to Hurricane Florence.
