As of Tuesday, about 1.7 million people in North and SC and Virginia were under warnings to evacuate the coast, and hurricane watches and warnings extended across an area with about 5.4 million residents.

First comes the storm surge - a rise in sea levels caused by storm winds.

President Donald Trump on September 11 declared states of emergency for North and SC, to open avenues for federal aid.

As of Tuesday morning, the storm is located 900 miles southeast of North Carolina's coast, and advancing at a relatively rapid speed of 16 miles per hour. "It's big and it's vicious".

As recently as Monday morning, hurricane models were forecasting a fairly conventional landfall for Florence, bringing the storm to the coast before bringing it slowly inland on a generally northwestward track.

"It is an extremely risky, life-threatening, historic hurricane".

"Re-strengthening is forecast to occur during the next day or so, and Florence is expected to be an extremely risky major hurricane through Thursday night", said the National Hurricane Center in its latest update.

The photos in Gerst's post capture Florence mid-churn, winds up to 130 miles per hour whipping around the storm's eye. "It also has the highest potential to cause the most destruction".

US President Donald Trump signed declarations of emergency on Tuesday for both North Carolina and SC, freeing up federal money and resources for storm response.

The North and SC coasts are on high alert as residents brace for Hurricane Florence's brutal lashing.

South Carolina's Governor Henry McMaster gave the entire coastline of his state until noon on Tuesday to leave.

Officials in Virginia Beach have announced that several shelters have been opened ahead of Hurricane Florence's arrival.

In little more than a day, Hurricane Florence exploded in strength, jumping from a Category 1 to a Category 4 behemoth with 225 kilometre per hour winds.

"It's possible it could be even higher than that depending on how quickly the storm moves to the coast, but we're kind of expecting it to slow down as it moves to the coast and would probably cut down the storm surge", AccuWeather hurricane expert Dan Kottlowski says.

Walmart stores in Charleston, S.C. shut down indefinitely at midnight last night.

Long lines formed at service stations, and some started running out of gas as far west as Raleigh, with bright yellow bags, signs or rags placed over the pumps to show they were out of order.

Curtis Oil, a fuel distributor in Chesterfield, South Carolina, said it had been "overwhelmed with requests by state agencies and everybody else".

This is a large and exceptionally powerful storm, and although it may weaken slightly before making landfall, its winds are forecast to reach at least 130mph.
