Ryan Maue, a meteorologist for Weathermodels.com, tweeted that "the rainfall will add up quickly across the Carolinas but also Virginia" after Florence hits the region.

"A life-threatening storm surge is now highly likely along portions of the coastlines of SC and North Carolina", the National Hurricane Center explains.

The Category 1 storm has maximum sustained winds of 90 miles per hour and is moving slowly, at 6 miles per hour.

The monster storm - which briefly flirted with category five status on its march across the Atlantic - was located roughly 170 miles southeast of Wilmington, North Carolina as of 8:00 a.m. EDT Thursday.

Florence is already making its presence felt along the coast of North Carolina. Florence is now expected to begin delivering tropical storm-force winds in the region by early Thursday, escalating to hurricane-force winds by late Thursday or early Friday. The storm surge will continue into Friday, and catastrophic inland flooding is expected near and north of Florence's path.

The city of Jacksonville's statement says people have been moved to the city's public safety center as officials work to find a more permanent shelter.

None of the people rescued were injured.

Florence made landfall as a Category 1 hurricane at 7:15 a.m.at Wrightsville Beach, a few miles east of Wilmington, not far from the SC line, coming ashore along a mostly boarded-up, emptied-out stretch of coastline.

Marge Brown, 65, says goodbye to her father, George Brown, 90, before he is evacuated from a healthcare home in Morehead City, N.C., September 12, 2018, as Hurricane Florence approaches the east coast.

Screaming winds bent trees toward the ground and raindrops flew sideways as Florence's leading edge moved in for an extended stay along the coast. But authorities warned Florence has an enormous wind field that has been growing larger, raising the risk of the ocean surging on to land and making Florence extremely risky.

North Carolina Governor Roy Cooper warned that "disaster is at the doorstep", and "tens of thousands" of buildings may be flooded.

"Surviving this storm will be a test of endurance, teamwork, common sense and patience".

There are several hazards associated with Florence over the coming hours and days. Gusty squalls are already impacting the coast. Heavy rains were forecast to extend into the Appalachians, affecting parts of Alabama, Tennessee, Kentucky and West Virginia.

About 10 million people could be affected by the storm and more than 1 million had been ordered to evacuate the coasts of the Carolinas and Virginia, jamming westbound roads and highways for miles.

About 5.25 million people live in areas under hurricane warnings or watches, and 4.9 million live in places covered by tropical storm warnings or watches, the National Weather Service said. Ocean water flowed between homes and on to streets on the Outer Banks; waves crashed against wooden fishing piers. The track could shift slightly farther south and west.

The wave action and strong winds of Florence will cause a large amount of water to pile up along the coast of North and SC. Its surge could cover all but a sliver of the Carolina coast under as much as 11 feet (3.4 meters) of ocean water, and days of downpours could unload more than 3 feet (0.9 meters) of rain, touching off severe flooding.

Despite the drop in maximum sustained winds, forecasters stress that this hurricane is not to be taken lightly.

This doesn't mean that the storm isn't just as risky, as the bulk of the damage and possible loss of life will likely come from the 9-foot storm surge or up to 40 inches of rain that meteorologists are predicting. Last year, some airlines caught flack because of high fares in advance of Hurricane Irma.

As Florence drew near, President Donald Trump tweeted that FEMA and first responders are "supplied and ready", and he disputed the official conclusion that almost 3,000 people died in Puerto Rico, claiming the figure was a Democratic plot to make him look bad.

Not everyone was taking Florence too seriously: About two dozen locals gathered Thursday night behind the boarded-up windows of The Barbary Coast bar as Florence blew into Wilmington.
