Georgia governor declares state of emergency ahead of Hurricane Florence

The storm, which is poised to affect millions this week in the southeastern USA, is "expected to bring life-threatening storm surge and rainfall" to North Carolina, South Carolina and Virginia, and parts of the Mid-Atlantic states, the National Hurricane Center (NHC) said. The caravan of tractor trailers, support vehicles, K9s, boats and staff will head to SC.

Forecasters say it's too soon to tell how destructive Hurricane Florence will be - but it has the potential to be on par with last year's historically destructive storms.

The storm may stall over SC and North Carolina, dump several feet of rain, and trigger widespread flooding.

Mass evacuations in the Carolinas and Virginia are starting the clock ticking on business-interruption insurance policies, which help replace lost income for companies when natural disasters strike. It's estimated that 1 million people will be impacted by Florence's arrival.

Landfall is expected late Thursday or early Friday, and the National Hurricane Center fears the storm "will slow considerably or stall, leading to a prolonged and exceptionally heavy and risky rainfall event Friday-Sunday".

Some 7,000 guard members are ready to mobilize in North Carolina, while 1,100 will be activated in SC.

"It looks like the hurricane should approach the Wilmington, N.C., area and then potentially stall before shifting south and perhaps paralleling along the coastline towards the Savannah area", Speciale said. "We're kind of at the mercy of the storm". "It's the most deadly part of the hurricane that comes in".

MSNBC reported the Trump administration had diverted almost $US10 billion from FEMA to the Immigration and Customs Enforcement agency, which leads border enforcement. About 3000 people died in the aftermath of that storm.

Georgia's governor Nathan Deal declared a state of emergency for all 159 counties and said the state "is mobilising all available resources to ensure public safety ahead of Hurricane Florence". "This is a very risky hurricane". "It's a big one". "It's going to happen". "We've just never seen anything like this".

North Carolina Governor Roy Cooper said the impact of the storm would be widespread, hitting the coast early Friday morning.

Emergency preparations in the area included setting up shelters, switching traffic patterns so that all major roads led away from shore and getting 16 nuclear reactors ready in the three-state region for the storm.
