Florence weakens to Category 2 hurricane but still life-threatening: NHC

The hurricane center is forecasting the storm to hover near the coast Saturday with winds of around 80 miles per hour (130 kph) before landfall, but with rainfall in the 20 to 30 inches (50 to 75 centimeter) range and up to 13 feet (nearly 4 meters) of storm surge.

A mother and her baby died when a tree fell on their home in Wilmington, North Carolina. The child's father was injured and taken to a hospital. By late Wednesday, authorities in North Carolina reported almost 7,000 evacuees staying in 71 emergency shelters throughout the state.

A fourth person was killed while plugging in a generator in Lenoir County, north of Wilmington, WITN-TV reported.

Authorities in New Bern said more than 100 people had to be saved from floods and that the downtown area was underwater. Coast Guard officials urged peopkle needing help to call 911 - and not to use social media, such as Facebook, to seek help.

Downpours and flooding would be especially severe, lasting for days, if the storm stalls over land.

Video reports from several towns in the Carolinas showed emergency personnel wading through rippling thigh-high floodwaters in residential neighborhoods. "There will be disruptions in our services", he said. "It's insane", he said by telephone.

Utility officials have warned that widespread power outages are likely and that it could take weeks to restore electricity.
