On Thursday September 20, the Federal Emergency Management Agency (FEMA) will test a new "presidential alert" system which will have Trump text almost every person in the United States with a cell phone. But it won't be a political message or attack on one of his perceived enemies-or at least, it's not supposed to be.

Wireless Emergency Alerts can be sent by the National Weather Service, local first responder agencies, the National Center for Missing and Exploited Children, and the President through a system devised by FEMA and the Federal Communications Commission.

Cell phone users who have their phones turned on, are within range of a cell tower and whose wireless providers are included in the WEA system will receive the text message.

The test alert will be delivered straight to your phone around 1:18 p.m. central time.

You don't need to take any action for the test.

"The EAS is a national public warning system that provides the President with the communications capability to address the nation during a national emergency", the statement continued.


Mobile alerts sent through the WEA system are now categorized as imminent threats about emergencies in an area, including extreme weather, AMBER alerts for missing children or "Presidential alerts about emergencies of national outcome", FEMA said.

You can't opt out of the WEA test. Everyone will then receive this message in English: "THIS IS A TEST of the National Wireless Emergency Alert System".

The 2015 law authorizing the WEA system allows warnings to be sent only in times of "natural disaster, act of terrorism, or other man-made disaster or threat to public safety", NBC News noted. The well-worn emergency alert system reaches mainly radio and television broadcasters, cable systems, satellite radio and television providers.

The system is the latest generation of warnings at a time when more people are typically linked at any one time to their cell phones than radios or TVs.

In its news release, FEMA said it could postpone the national test to October 3 if the agency is dealing with a major weather event, but it has not yet made that determination.
