Officials in North Carolina's Harnett County, about 90 miles inland, urged residents of about 1,100 homes to evacuate because the Lower Little River was rising toward record levels.

Some towns have endured more than two feet of rain and forecasters say that more than three feet of water could bring major flooding further inland in the coming days. Atlantic Beach, located on the state´s Outer Banks barrier islands, had received 30 inches (76 cm) of rain, the US Geological Survey said.

The two other people, a mother and her baby, were killed in New Hanover County when a tree fell on a home.

The father was taken to New Hanover Regional Medical Center for treatment. He said all roads leading to his neighborhood were blocked by fallen trees. Crews from the city and the Federal Emergency Management Agency (FEMA) were working with citizen volunteers to get people to dry ground, Roberts said.

Roy Cooper said another person was killed in Lenoir County, reports WTVD. The National Weather Service office in Newport, N.C.

But it's not only North Carolinians who live along the coast who are being impacted by severe flooding.

Tom Ballance, New Bern resident and business owner, told the Weather Channel that he watched water rise around him while sitting in his home, according to the Charlotte Observer.


As they waited for emergency workers, they heard neighbors screaming for help.

"We've had people in attics, on top of roofs", she said.

"I actually think it is one of the best jobs that's ever been done with respect to what this is all about", Trump said on Monday. While some meat processors shifted production to plants outside the storm's path, in other cases processing was put on hold altogether.

"The size of the tree is not something you could simply cut with a chainsaw and remove and then quickly extricate", he said.

The effects from this huge amount of rainfall will be felt for days to come as rivers could swell for weeks.

The storm's movement, not its strength, has forecasters and officials anxious.

In Jacksonville, a relentless band of heavy rain gutted buildings, drenched streets and left wildlife to battle the rising waters.

The centre of the hurricane's eye came ashore at about 7:15am (local time) near Wrightsville Beach close to Wilmington, North Carolina, with sustained winds of 150kph, the National Hurricane Centre (NHC) said.

As it moves near OH and West Virginia, it will become a remnant low.
