For the record, the ability for the best high school players to declare for the NBA Draft will be a welcome development. Now, players will be able to return to school if they are not drafted. Will third-party agent interference play a role in a student athlete's college basketball career? On Wednesday the NCAA announced some major changes that present players with more flexibility and freedom.

The adjustment to allow for elite high school prospects won't take effect until high school players are allowed to enter the NBA Draft, a change not expected to occur until at least 2021. College players first would have to request an evaluation from the NBA Undergraduate Advisory Committee about their draft prospects after the season, and that would clear the way to enter into a written agreement — disclosed to the NCAA or school — with the agent. Therefore, if the players are undrafted, they only have two options: play in the G league or ball overseas.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated. The timing of the announcement blindsided the NBA and NBA Players Association. There would not be a financial relationship between the student-athlete and the agent.

Sources told ESPN's Adrian Wojnarowski that a number of National Basketball Association official "were surprised over the presumptive and premature nature of the NCAA's rules changes" that are based on the assumption that the NBA's policy permitting preps to work with an agent will be dropped by the league.

The biggest change that affects USA Basketball is the NCAA giving it responsibility for finding top high school seniors who will be allowed to sign with agents, ESPN reported.

Last month, Commissioner Adam Silver said that the league will likely amend its age-eligibility rule.


Gen. Martin Dempsey, the chairman of USA Basketball said, "USA Basketball has been working with the NBA, NBPA and NCAA since April to make sure we all do the right things for our young basketball athletes".

Commercially, college sports officials must also now report to the university's president or chancellor their athletics-related income that exceeds more than US$600 from any source outside their school, including endorsement or consultation contracts with apparel companies like Adidas, Nike and Under Armour.

Minimize the leverage of outside influences on high school recruits and college athletes.

NCAA cases now can draw upon information obtained through other entities, such as government agencies, which will speed up the process of investigating issues.

"We have time and many details still to work out about the eligibility of high school prospects retaining agents in the future, " Gavitt said.

"We've got a lot of work to do still as part of the process", Peterson said.
