"It is going to meander a bit for the next 24 hours off the Carolina coast, and then it's expected to start heading northeast", Kim Buttrick, a meteorologist for the National Weather Service said.

A third named Atlantic storm that formed off the North Carolina coast early on Sunday was forecast to become a hurricane on Monday, the U.S. National Hurricane Center said, while Tropical Storm Beryl looked set to threaten Puerto Rico.

The storm, 150 miles south of Cape Hatteras, packs maximum sustained winds of 40 mph.

Chris has the potential to strengthen into a hurricane because of warm sea surface temperatures and favourable winds.

A separate system, Tropical Storm Chris, lingered off the Atlantic Coast on Sunday and is expected to remain in place for several days, according to forecasters.

SAN JUAN, Puerto Rico (AP) - Gusty winds began to hit the eastern Caribbean on Sunday as Tropical Storm Beryl advanced rapidly toward a region struggling to recover from last year's deadly hurricanes.


As of 5 p.m., Beryl was about 60 miles northeast of Martinique and about 70 miles east-southeast of Dominica, according to meteorologists.

A Tropical storm watch is in effect for Dominica while watches for Martinique, St. Martin, St. Barthelemy, Saba, St. Eustatius and St. Maarten, were discontinued.

Forecasters said conditions somewhat conducive for regeneration of a tropical cyclone are expected as Beryl is forecast to move across the Bahamas and the western Atlantic.

Chances of formation are low, near zero percent within 48 hours and near 30 percent within five days.

After pushing across Dominica and moving into the Caribbean Sea the remnants of Beryl will encounter strong wind shear weakening the system even more but it still could produce some rainy weather with 30-40 miles per hour gusts for Puerto Rico and the Virgin Island late Monday and into Tuesday.

Beryl is likely to result in rain accumulations of 2 to 3 inches in the U.S. Virgin Islands and Puerto Rico, and amounts in some areas could reach 5 inches. On average, the third storm forms August 13, said Phil Klotzbach, a tropical weather researcher at Colorado State University and Capital Weather Gang contributor.
