The White House meanwhile announced Trump has invited Putin for a second summit in Washington the fall.

Putin has sought to ally with Trump at a time when USA ties to Europe are fraying, and both presidents are critical of the European Union and North Atlantic Treaty Organisation.

In the CNBC interview, Trump reiterated that he valued the chance of improving the Washington relationship with the Kremlin - despite the U.S. intelligence community's findings that Russian Federation meddled in the 2016 presidential election.

Ms Sanders said the proposal was "made in sincerity" by the Russian president but Mr Trump "disagrees with it". "We look like we won't push back on outrageous, insane ideas".
