WASHINGTON-Mexico hit back at the United States on Tuesday, imposing tariffs on around $3 billion (U.S.) worth of US pork, whiskey, cheese and other goods in response to the Trump administration's steel and aluminum levies, further straining relations between the two countries as they struggle to rewrite the North American Free Trade Agreement. The United States, Mexico and Canada agreed to NAFTA in the 1990s, and all three countries have worked to renegotiate the deal since Trump became president.

On Monday, the country also said it would start proceedings in the World Trade Organization against the USA tariffs, a move already being followed by Canada, China, India and a number of other countries.

"His preference now, and he asked me to convey this, is to actually negotiate with Mexico and Canada separately", he told Fox News Tuesday. Larry Kudlow, economic advisor to Trump, said Tuesday the administration wants to replace the agreement entirely, with separate trade deals with both the northern and southern neighbors.

After returning from the G-7 finance ministers summit in Canada, Mnuchin made the case that the US has a $2 billion steel surplus with Canada and a almost $26 billion services surplus, and should consider making an exemption for its northern neighbor, according to the sources.

Mexico is hitting the USA with tariffs of its own after the U.S.

"I think the important thought here is he may be moving quickly towards these bilateral discussions instead of as a whole", Kudlow said.

The White House and the National Security Council did not immediately return CNN requests for comment.


"That Canada could be considered a national security threat to the United States is inconceivable".

However, the soldiers who burned down Washington were all expeditionary troops sent direct from Great Britain, unlike the local militias and Indigenous warriors who had done much of the fighting during earlier US attempts to invade what is now Ontario.

In April, Canada tried to address what Trump said were concerns about Chinese steel and aluminum being dumped into Canada and then being shipped into the United States.

"It does not detract from the friendship we have for each other and the friendship between our two countries", he said.

"NAFTA has kind of dragged on", Kudlow said of the negotiations. "He's just going to try a different approach".

The two sides are also deadlocked on negotiations over the future of their North American Free Trade Agreement (NAFTA) with Mexico.
