Republican leaders will try to craft compromise legislation in hopes of defusing a standoff between moderates and conservatives on immigration legislation, House Speaker Paul Ryan said Thursday. Ryan said he can't constantly concern himself with what can pass the Senate and they can deal with that obstacle later. "This has always been a self-perpetuating issue because we don't tackle it".
Rep. Mark Walker, R-N.C., who chairs the conservative Republican Study Committee and has been involved in smaller negotiations leading up to Thursday's meeting, said Thursday's session wasn't meant to finalize a deal but to "get everything on the table".
Whatever the outcome of the negotiations among House Republicans, there is no assurance that the legislation would be taken up in the Senate, where Majority Leader Mitch McConnell of Kentucky has been reluctant to take up contentious issues with the approach of the November elections that will decide control of Congress.
"The American people really expect us to make informed policy decisions", he said.
Ryan opened the session with a pitch for the four immigration "pillars" outlined by the White House as President Trump's requirements for any immigration deal.
The more popular option would create a new visa program that would reward immigrants for meeting certain benchmarks to allow them to become citizens, though lawmakers were vague about what those would be. And the basic question of whether dreamers ought to have any path to citizenship at all has not been definitively answered by the most conservative House Republicans, who have long opposed any amnesty for illegal immigrants. Denham said he's waiting for details from the conservative House Freedom Caucus on additional requirements and limits to other visas have been put down in writing.

It remained unclear whether the leaders of the effort would proceed to collect the final signatures in the coming days. "Is it true that some colleagues who have privately expressed that they will sign the discharge petition are they giving these negotiations a chance?"
The latestRasmussen Reports national telephone and online survey finds that 70% of Likely Republican Voters say they are more likely to vote this year than they have been in past election years.
"I think the blue wave was kind of a creation of the Democrats and the mainstream media", said Marc Rotterman, political analyst and host of "Front Row with Marc Rotterman" on UNC-TV.
Thursday's meeting came after a smaller group of negotiators struggled on Wednesday to agree on compromise immigration legislation that would provide a path to citizenship for the dreamers, defuse the GOP rebellion and bridge the divide between the party's warring factions.
A parliamentary procedure known as a discharge petition would set that vote into motion.
Bradley said the administration's moves to beef up scrutiny of H-1B visas for skilled workers would have a detrimental impact on the workforce, and that without "congressional action, more than one million individuals would lose their legal ability to work in the United States".
The talks played out as the Department of Homeland Security announced Wednesday that border agents made 51,912 arrests in May. In February, the Senate debated four immigration bills, including a Republican measure backed by President Trump and a competing bipartisan proposal, both of which would have offered legal protections to more than 1 million undocumented immigrants who came to the US as children.
Conservatives declined several requests to comment on the proposal.
Conservative Reps. Mark Walker, R-N.C., and Scott Perry, R-Pa., also said leaders could have a plan to present Thursday. "When you reward lawbreakers, you're destroying the rule of law".
