And by Thursday morning, instead of the supportive Trump tweet that House GOP leaders had been angling for, Trump asked what the goal was of the House voting on immigration bills if they needed nine Senate Democrats to also support a bill.

Another, Rep Lou Barletta, who is running for Senate in Pennsylvania, told Trump at the meeting he would have to remain a no vote for a bill that many conservatives consider to offer amnesty.

And some, Denham said, want improvements to a visa system for temporary farm workers.

During a call with reporters Wednesday, Gene Hamilton, a senior aide to Attorney General Jeff Sessions, said there would be an "implementation phase", but he didn't provide any details about how federal departments will execute the president's order.

Hamilton said the order takes effect immediately, but Homeland Security and the Department of Health and Human Services can decide when to implement it.

The most urgent question is what will happen to thousands of children already separated from their parent. But cases where there is a concern that parents "would pose a risk to the child's welfare" have been exempted from the executive order.

Some moderate Republicans said they could start another petition drive next month, though they would have an even bigger climb and only a couple of weeks to gather signatures before the next window for action closes.

"But when they opened the door, we saw around 20 to 30 10-year-old boys in one of these chain-link enclosures, and they were crying and screaming and asking for their mothers".

On Thursday, the Pentagon said it had been asked to find space on military bases to house up to 20,000 unaccompanied children, according to the Washington Post, a strategy the Obama administration used for about 7,000 migrant children during the Central American migrant crisis in 2014.

"Children should not be separated from their parents who are seeking asylum - but neither can the answer be the indefinite jailing of these children with their parents", said Todd Schulte, president of, a pro-business group created by Facebook founder Mark Zuckerberg to work on immigration issues. "We reject this false choice".
