Police revealed during a recent press conference that they believe "significant torture took place" at the Fairfield home.
"The children described incidents of intentional abuse resulting in puncture wounds, burns, bruising and injuries consistent with being shot with a BB or air soft type gun", the lieutenant said.
"Fairfield police arrested Rogers" 29-year-old husband Jonathan Michael Allen on Friday after a six-week investigation.
Upon entering, Ina Rogers' residence, the mother of the boy, the police witnessed "unsafe and unsanitary" conditions for nine other children from four months to 11-years-old.

Rogers informed reporters she's shocked police had leveled essentially the most severe accusations in opposition to her husband, as he was not the disciplinarian of the household. "He looks like a scary individual, and that's why people are so quick to judge him", Rogers said.
Rogers allowed KTXL to see the conditions inside her home but she claimed the mess was made by the police department when they arrested Allen. Officers found the missing juvenile and returned the child to the home. At this moment, he's in the county jail on a $5.2 million bail. Nearly a week later, Jonathan Allen, the father of most of the children, was also arrested a charged with nine counts of felony torture and six counts of felony child abuse.
Ina Rogers, Allen's 30-year-old wife was also taken into custody but released shortly after posting her $10,000 bail.
Upon witnessing the appalling conditions, Rogers was arrested for child neglect.
Sharon Henry, chief deputy district attorney for Solano County said "torture occurred in the house" and it was carried out "for sadistic purposes". The other rooms were used as a master bedroom, playroom and meditation room. "My husband has a lot of tattoos".
Aleida Quartman, 23, said she was a co-worker of Rogers' at a heart device monitoring company.
"I was afraid that I could not find him", she told KTVU.
Peggy Allen, the mom of Jonathan Allen, stated she had talked to Rogers concerning the situation of the house, saying it was vital to maintain a clear home. She added she was "horrified" by the statements from the children. The boy slept under a Bush in the yard of a neighboring house.
"It's a pretty big house", Magnaye said.
Separately, prosecutors in Riverside County filed eight new charges against a father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling. "However I do not know how one can hold it quiet when you could have 10 children".
David and Louise Turpin previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn global attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January.
